"Whom Does Public Order and Morality Serve?" (公序良俗は誰が為に, Kōjoryōzoku wa Ta ga Tame ni) is the first episode of the Shimoneta anime series. It premiered on July 4, 2015.[1]
Synopsis[]
Tanukichi Okuma begins his first day at the most prestigious public morals school only to find himself roped into joining an obscene terrorist organization bent on the destruction of everything that his new school stands for![2]

Plot[]
Cold Open[]
A group of teenagers look at pornographic magazines when one of them says a word that is detected by their Peace Maker. The teenagers quickly try to hide the magazines, but the Decency Squad barges in through the windows, arrests the teenagers, and sets the magazines on fire.
Intro[]
As the narrator talks about Japan's strict morale laws set by the Law for Public Order and Morals in Healthy Child-Raising, Tanukichi Okuma goes to Tokioka Academy, the most elite school in all of Japan, to pass an exam so that he could be accepted into the school. As the intro ends, a mysterious girl with panties on her face stands on top of the school.

Tanukichi is heading to Tokioka Academy for the first time and is excited to reunite with his childhood friend and crush, Anna Nishikinomiya. However, as he looks back, he sees a gorilla-looking man staring at him, and is creeped out by him. Suddenly, a red-haired woman accuses the gorilla-looking man of touching her butt. The man insists that he wasn't touching her butt, but the woman still accused him. Tanukichi knew that Anna wouldn't let an innocent person be charged, so in an attempt to defuse the situation, Tanukichi changed his outfit and said that he was the one who touched her butt. The red-haired woman is mad at Tanukichi for defusing the situation since she could've made a lot of money off of accusing a Tokioka student. She then runs to the Decency Squad and accuses Tanukichi of touching her butt. Tanukichi tries to escape, but the Decency Squad quickly corners him. Just then, infamous dirty-joke terrorist Blue Snow appears on top of the subway station and starts to yell out obscene words. Everyone begins to evacuate the station and the Decency Squad slowly approaches Blue Snow, knowing that they can't expose her in public. She holds a handful of pornographic pictures and throws it into the public for people to look at. Tanukichi, oblivious to what's happening, catches a picture himself. Blue Snow jumps down and reminds him that he should get to school quickly. As Tanukichi was about to ask how she knew about where he was going, Blue Snow ran off spreading more porn into the public. Tanukichi then saw a long rope and decided to use it as his escape route.
Later, at Tokioka Academy, Tanukichi looks at his injured hands and wonders why he had to get caught up in dirty terrorism on his first day of school. As students were whispering about Tanukichi, Anna gave a speech to the school and introduced herself. At his classroom, Tanukichi looks at Anna's introduction video and crushes over her. He heard someone saying his name, and noticed a green-haired girl in between her legs, which scared him. The girl introduced herself as Hyouka Fuwa, who asked Tanukichi how babies are made. Tanukichi told her the textbook answer, but Hyouka said that he was lying, just like everyone in their society. Hyouka stated that she made it her goal to scientifically find out the true way to make babies. She explained that she tried asking doctors how babies are made, but she never got an answer and was subsequentially banned from the hospital. She felt that Tanukichi knew more about the process of making babies than anyone and was willing to be shown a verbal or physical demonstration. Out of nowhere, Hyouka was hit in the head with a suitcase. The suitcase belonged to Ayame Kajou, who introduced herself to Tanukichi and said that he had been nominated to serve as the intern for general affairs for the Student Council. Right before Tanukichi left for their meeting, Hyouka asked if "cucumbers" have anything to do with pregnancy.
At the meeting room, Anna introduced herself to a nervous Tanukichi, who said she was looking forward to having him join the council. Tanukichi then noticed the gorilla-looking man from earlier (whose name is Raiki Gouriki) was there too. Tanukichi asked what he was doing in the room, and Gouriki said that he was the council's treasurer. Tanukichi quickly accepted Anna's request to become part of the Student Council, and Ayame pointed out how eager he was. Anna told Tanukichi that the reason why he was invited to join the Student Council was because he graduated from the lowest-ranking morale school in Japan. She also revealed that their city had some of the highest morale rates in the country, until Blue Snow began her terrorist attacks, which caused morale to plummet. Anna suspects that Blue Snow could possibly be a student in Tokioka. She also states that since the Student Council's knowledge in sexual content is so low, that they can't tell what's sexual and what isn't. At one point, Anna was right next to Blue Snow during one of her attacks, but didn't realize that she was spreading porn. Tanukichi explained that he was more than willing to help Anna, and that the whole reason he joined the school was so that he could be as pure as she was.

Tanukichi and Ayame go to the Felersio Café to talk. Ayame was proud of Tanukichi for his "acting" at the Student Council meeting room, and after saying a dirty remark, Tanukichi spit out his water. Ayame proceeded to untie her hair, take off her glasses, and put a pair of panties on her face, revealing to Tanukichi that she was Blue Snow. Tanukichi tried calling the Decency Squad to report her, but Ayame swiftly grabbed Tanukichi and put him in a chokehold. Master came up to their table and asked what they wanted to order. Tanukichi told him that she is a terrorist, but Master already knew that. Ayame noted that Tanukichi is the son of Zenjuro Okuma, another infamous terrorist. Tanukichi insisted that he was nothing like his father and he wanted to be morally pure like Anna. However, since Ayame revealed her true identity to Tanukichi, she had no choice but to kidnap him.
Tanukichi, tied up to a chair and wearing a pair of panties on his face, demanded that he be let go. However, Ayame instead introduced him to her terrorist organization, SOX. She also stated that Tanukichi had such a good name, since there is a creature in Japanese folklore, named the "tanuki", that can enlarge people's nutsack. Ayame also joked about how big Tanukichi's package may be, and continued to make dirty jokes, much to Tanukichi's annoyance. Tanukichi asks Ayame how she can get away with saying so much dirty things, and Ayame shows him her flip phone, which can turn off PM surveillance for 3 minutes a day if a certain combination of numbers are typed. It was given to her by her father, Masashi Endo, a former politician against the PM laws who was arrested 10 years prior for "shtuping" a high-school girl. However, Ayame knows that he was framed by the PMs. Ever since his arrest, Ayame wanted to protest the morale laws, which is why she became Blue Snow. Tanukichi still didn't want to join SOX, but Ayame threatened to turn him in as a sex offender if he didn't join. She had grabbed the rope that Tanukichi escaped with and said that the PMs could easily detect his cells and arrest him for touching the red-haired woman. Tanukichi pointed out that he could just as easily say that Ayame is Blue Snow, but Ayame said that if she was caught, Anna and the Student Council's reputation could nosedive. She also says that since Anna and Ayame are best friends, the shock from finding out her true identity might kill her. Ayame promised that if he helped him form SOX, she would help him in his quest for love. Reluctantly, Tanukichi joined SOX.
The next day, Tanukichi opens his locker only to get doused in fumes, causing him to pass out. He wakes up inside the school's laboratory, tied to a chair again, this time with Hyouka. She shows him her pet flies that were "body-melding" and noticed that before pregnancy, the female fly's lower body is joined with the male fly's lower body. She hypothesized that in order for humans to make babies, something similar must happen. Tanukichi, being too uncomfortable with the situation, quickly ran off.

Tanukichi arrives outside the school where she met up with Ayame, who overhears conversations in the boys bathroom. As she unties Tanukichi, she states that while the students gossip about dirty topics, they don't realize that it's all false because they do not know the truth. Ayame wants to educate the students about how people make babies, but considering the circumstances, it would be impossible. However, Tanukichi reveals that Hyouka owns "body-melding" flies, which Ayame plans to use to sabotage the school's assembly.
That weekend, the assembly begins, but as the lights turn on, they open and countless dirty photos fly into the crowd. As Anna thinks of what to do, Ayame calls her and tells her that Blue Snow (who is really Tanukichi in disguise) is outside on the track field, painting a symbol. Meanwhile, the real Blue Snow hijacks the assembly and shows a video of two flies having sex while providing her own voiceover. As one of the flies in the video starts to ejaculate, the students cannot contain their feelings any longer and the assembly plunges into chaos. Anna, Gouriki, and two teachers run towards the track field, where Tanukichi is continuing to paint a dirty symbol. Tanukichi knows that what he's doing isn't right, but doesn't know why it feels so good.

- This was the first episode for a few things:
- The first episode of the Shimoneta anime series.
- The first episode that didn't feature the opening theme.
- The first (and only) episode that Otome did not appear in.
- Coincidentally, Otome's Japanese voice actor, Satomi Arai, turned 35 years old when the episode first premiered.
- When Ayame states that girls have four mouths, she is referring to the mouth, vagina, urethra, and anus.
- In the Shimoneta light novel and manga, Hyouka walks up to Tanukichi's desk to meet him. In this episode, however, Hyouka first met Tanukichi from underneath his desk.
- In the English dub, when Ayame reveals that she and Anna are best friends, Tanukichi quietly says "Yes".
- The tanuki does actually exist in Japanese folklore.[3] While it does have massive testicles, it does not enlarge someone else's testicles like Ayame said.
- This episode, along with Episode 12, are the only two episodes on the Shimoneta DVD to feature episode commentaries.
